ARIBA - I would like to be notified about purchases from a specific vendor

Ariba - I would like to be notified when any staff member of my company creates a PR from a specific vendor. We have tried to enforce a process where i am added as a watcher but this is subject to end user compliance. I would to tag the specific vendor such that I am notified anytime a staff member creates a PR with the specific vendor number.
