Allow owner to require improvement on non-competitive terms

The bidding rule - Allow owner to require improvement on non-competitive terms apparently does nothing different when selected as Yes or No. 

How to get this rule working or what is it actually intended to do?

The explanation given on SAP Help portal is not very helpful:

Hello,

I would double-check your term on the template. The "Will participants compete on this term?" rule should be set to "Yes, UpWard Bidding" or "Yes, DownWard Bidding" so it can be non-competitive or competitive. 

Also at the event level, customize the settings so that "Must participants improve on their previous bid" is set to "Yes" and enter a Bid decrement.

Hopefully this helps get the right configuration for that rule!

I had left the "Must participants improve on their previous bid" option in the default event settings and it was set as "No"
