Adding custom link on SRM Portal

Basically my requirement goes like this, i want a link on SRM Portal, through which i need to open a new window containing some information.

can any body suggest how to proceed with it.

this is portal role customization. Has nothing to do with SRM itself.

Actually i want to call an FPM based UI out of that link.

Any link or blog explaining the same could help.
