What is the best way to identify Learning / Training Needs in a company that runs SAP

I want to make a tool that identifies the SAP learning / training needs in an organisation. Are there already survays online and some good white papers in how to identify the needs.

Did your company do this and how did you do it.

Interviews?

Surveys?

Workshops?

Looking into the transactions in SAP

Talking to support desk
