Hi,
1. TechEd is an event held for professional networking, Knowledge sharing and showcasing new functionalities and possibilities in SAP. Summing it up, TechEd is a SAP Knowledge sharing fiesta for 3 dayz although you might find it much more technicaly oriented.
2. Yes, this is an alternative for certification exam being conducted at SEIMENS & GENOVATE but this happens only once in an year and there are conditions to qualify for it. Research and read other threads in this forum, u sure will become a guru abt techEd.
3. certification exam fee can checked from this page:
http://www.sapteched.com/india/reghotel/home.htm
http://www.sap.com/services/education/certification/teched_2008_bangalore.epx
4. Limited certifications are offered in TechEd you can check whether urs is listed there in this list. If not then u need to head towards Siemens or any other SAP Academy.

One suggestion plz, before posting a question enter some keywords in search area and check if the info u seek is already available and I am sure uu2019ll get thousands of hits. In fact I copied this reply from one of my threads, this just saves a question to be repeated.
You can surely take this, that SDN is next to Google for SAP atleast. So without any hesitation put anything to search in SDN and uu2019ll find it.
All the best for ur certification.
Regards,
Amit
