You should start with SAP’s partner program. Become a SAP partner
There are different offerings for different tiers of companies. Beside send your query to contact us section at the bottom of the page. Usually a SAP AE or some one from SAP sales contacts with additional details.

I applied for partner, it was super hard to get an answer and then i got a rejection email with no comment as to why, not sure if I need to take some courses first or if it is because my office isn't fancy enough. Would love some insights
