currently I'm not working at a company , but I have a good experience in ABAP and I need to take the SAP Certified Development Associate exam , when I tried to register for a sap user id at SAP Service Marketplace it required to enter Customer or Installation Number , so my question is how to get sap user id without being an employee at a company ???

http://pearsonvue.com/sap/ to receive information on how to get your S-UserID.
For all persons with a customer or installation number they can request their S-UserID via:
http://service.sap.com/request-user

You can contact your local SAP Education Customer Support team for assistance regardless of whether you have a customer or installation number or not. If you're not sure of the local contact information, go to our WebShop (https://training.sap.com). At the top of the webpage, change the country definition to yours and notice the contact information in the upper right-hand corner.
