Are transactions:
FKKCLERK_CM_CUCENTER - Maintain Department Responsibilities
FKKCLERK_CM_CUUNIT - Maintain Unit Responsibilities
FKKCLERK_CM_CUAGENT - Maintain Collection Specialist Responsibilities
Meant for a workflow administrator role, or for the collection manager?

While they require some understanding of org structure and workflow-like skills, they are meant more for the collections manager or responsible IT member. Since they utilize organizational master data, they are maintained in production. Perhaps only a workflow resource understands how they work, so maybe that person maintains them.

Do you know if in this transaction you can restrict via authorizations the rules that certain collection manager would be able to edit? or by having access to this transaction they would be able to edit all the rules?
For example, if you have one collection department, and two collection centers, one for north america and one for south america, one collection manager position for each of them. Would transaction
provide the ability to restrict editing options for the rules depending on this two different positions?

I dont know for certain - but I do not believe those requirements can be met.

The responsibilities enable the utility to define what attributes/values are used to determine to which org unit a work item is assigned.
The responsibility for department might use company code and responsibility X1 designates company code X001 should be assigned to department Collections-North. In that case a work item created for account in company X001 would be assigned to Collections-North. A second responsibility might designate X002 should be assigned to department Collections-South. Any items for accounts in X002 would be assigned to Collections-South. Any work items for company codes other than X001 and X002 would not be assigned and would fail to create due to incorrect responsibilities.
