SAP IS-U Billing without devices

Hello, I want to do billing without devices but have some question. So I created just installation for billing.

1. EA56- I define rate types and mark "Permissibility for registers"

2. EA30 - I Create a Rate with Permiss. for registers. Put facts.

3. EA35 - Define schemas, using my rate

4. EA53 - Define rate category, using my schema

5. EA87 - Define rate determination with rate type

6. ES31 - Put rate category to my installation

So what I do wrong while create master data for billing without devices?

I think you started off wrong at the first step. IF you have no device then you have no registers. The rate and rate type must not be register permissible.

Yes, you are right. In first step it have to be permissible for "facts". Problem is solves.
