There is no limitation for installing multiple register against a device.
But the general is five register per meter.

This "general" rule is purely personal!
There is no such a recommendation. Even more, in Belgium high voltage elec meters have up to 12 registers!
I don't really understand the point of your question. The registers on a device should reflect the actual device.
If you're considering using dummies, use multiple devices instead of one device with multiple registers for more flexibility.

The Number of active registers on a device reflects the tariff plan applied to the customer. e.g if yuo want to charge the customer for energy cosumtion and demand , then u will have two registers on it .

Hi,
For a example in Brazil, we use 34 registers per meter in big clients with medium and high voltages.
The numbers of registers depents of the scenarium.
