Organizational Structure for Work Item derivation

Is the best practice to maintain the organizational structure for work item derivation directly in production or is recomended to treat it as a customzing activity?

Org structure is similar to number ranges.  Can be transported but if you have maintained any in the target client, then you risk overwriting them.  Would only recommend transport if it is a greenfield implementation.

Generally, though, org structure is considered master data and should be created directly in the client.
