Please let me know, how to create a virtual technical POD ID for settlement unit.

Create a Technical POD directly in the Create POD Transaction EEDM09 (SAP Help Link here)

And add the POD to the POD tab when creating/maintaining the Settlement unit (EEDMSETTLUNIT01/) (SAP Help Link here)

There is also some functionality in Business Function ISU_MCOMM_1 (Flexibilization of IDE) that may be of interest.
