When a new installation is created, how to add the summary meter to it?

I don't understand what you mean by summary meter, however standard device management tools in
Utilities Industry --> Device Management --> Device Installation will allow you to add a meter for billing.
EG34 for billing install only
EG31 for full install.

I'm not sure sure what you mean by Summary meter.
I'm assuming here that there are multiple meters at a device location and you are looking to Bill the installation based off the Total consumption of the 2 meters. In that case you would need to perform a billing related install on your 'Billing installation' and handle the addition of consumption through the rates.
