is there any certification and training available in india for is-utilities (billing/FICA)???

According to the SAP India web page there is neither the training "IUT230 - Billing and Invoicing" nor the training "IUT240 Contract Accounts Receivable and Payable" scheduled yet. Please get in touch with SAP India to check with them directly.

Check out the link [http://www.sap.com/services/education/catalog/industry/curriculum.epx?context=%5b%5bSFI_UT%5d%5d%7c] that leads you to Utilities-Curriculum. From there you may click on the training and then check the schedule for the selected training on various locations.
