Hi Prashant...

am also very new to the IS-U..but i know some what conceptual knowledge of Utility Billing Process...Actually the Billing Components in Utility are Billing Class,Rate type,price, Operand,Rate, Fact Group,Schema,Rate Category and Mostly the Standard Variant Program..This u have to go in to that. Once u Understand the Variant Program and Operand u can easily maintain the Rate determination Process. In Billing Process Various Components need to be Configure for Billing Document. Just have a look in to below components and understand the process and let me know also.

Monthly Batch Preparation

Daily Batch Preparation

Individual Processing of Billing

Cancel / Rebill

Exception Monitoring

Automatic Outsort

Manual Outsort

Tariff Management

Print workbench – sample invoice

Administration of insert / messages
