1. For BCS migration, please read the following link. It's very precise and exaplains the procedure in toto.

2. Do you mean to control the budget on monthly basis? You can do it with Budget Period object in BCS if you work with 6.04 release

3. Yes, you can copy the versions.

4. Not clear.
