We have activated budget control system for the year 2014 (April to March is the accounting period). For the PR and PO created for 2014 i.e. from the month of April 2014 is having budget control. However for the PR, PO created for the fiscal year 2013, while on doing Goods receipt in 2014 for these cases there is no check for budget control
Actually we want budget check for the all the PR & PO created in 2013, while doing goods receipt in the fiscal year 2014

Budget control can be activated in an FM Area from a particular year. So you can activate budget control from 2013 in the step Budget Control System (BCS) > Availability Control > Define Activation of Availability Control. You will need to make sure that the budget for 2013 has been populated in the system.
The client requirement is to activate BCS from 2014 onwards and we have done accordingly by specifying 2014 against the activation of BCS following the path as mentioned by u. However on doing MIGO in 2014 for the Purchase Order created in 2013, client needs budget to be checked
Is this requirement can be met in SAP
