Shipment Cost creation for Bulk Shipments

Hello,

We've a requirement with our Client to restrict the shipment cost creation (through O4L6) on the basis of a couple of fields from Delivery Header and Item. I was searching for the options. Can anybody suggest the possibilities for the same i.e. any user exits, etc.
