IS-Oil: Define bulk shipment type - standard customizing is empty (table TOIGS)

Hello IS-Oil Experts.

The SAP standard customizing for "Define bulk shipment type" is empty, table TOIGS.

Is there any "Business Configuration Set for Transport and Distribution" or "Business Configuration Set for Is-Oil" that must be activated in order to populate TOIGS?

Dear Ax,

Bulk shipment types has to be created by the user. They will not delivered as standard customization, check in tcode: SCPR3 tcode for the BC sets delivered by standard.
