How to Create a Template in SAP

My company currently uses Excel and emails to pass Crating Instructions between order management, stockroom, and shipping. It's basically a document that has information such as shipping destination, date, people involved, materials, etc.

Which tcode / function of SAP would allow me to create the equivalent of this spreadsheet, and create a workflow where order management can fill in the details, then it goes to stockroom, then shipping?
