The troubleshooting steps in the same blog post can help expedite the process: "Try logging out of the Community altogether, closing and reopening your browser, and logging back in."

The information you need is in the "please click here" section of the message you are getting. If you click on it, you'll be able to read what "blog contributor" means, which is:" Can write and manage their own blog posts, but cannot publish them independently, only with the help of a Moderator".
