Where is the appropriate place to make suggestions for new functionality?

I know geting the existing system working properly is everyone's primary focus right now, but as I'm exploring the new structure of SCN I'm finding things I wish it did that it currently doesn't. I wouldn't classify them as bugs, mostly, although some may be, so I'm reluctant to post them in the bug reporting place. Is there somewhere more appropriate? If not, I'll just go ahead and post them there...

If you require a new functionality then idea place would be better because I donot see the "seggestions & comments" forum now .
