I suspect that the account of the user who recently started following me on SCN is a fake user account. Where can I report this and how can I stop "the user" from following me?

If the suspicion that the account is fraudulent is based on their content, it might be an option to use Alert Moderator button on that content and include a note to check the account itself. I used this a few times on the SCN members who constantly violated ROE and on the spam accounts.
Maybe we also need a moderator button in the account profile? These cases are very rare though.

It's safe and better you can un follow that user. Kindly look for detailed information given below:
Go to your profile page - select Connection tab - Left side click on followers - List of follower were appears to be on right side - select the follower profile - Un Check the 'Following' Button.
SCN Itself needs to regulate such thing.
