Messages is our new central group chat, based on an internal used IT solution called Relay. You can go directly there, as Caroleigh pointed out, from the user dropdown in the header. Once there, you have a standalone chat application where you can chat with people in your network (everybody who follows you - Twitter style)
Another way to get to Relay is to send a message to a person from her People profile. On the profile the Send Message button should only be visible/enabled when she follows you. When you click Send Message, it opens Messages with a new/existing chat with that person. It just simplifies send a message to a single person.
But exactly what I just described with the People profile, isn't implemented yet. At the moment it is still possible to send an email to any other community member. This integration is planned in one of the next sprints.
If it returns for your a 403, I would like to better understand why. the application is publicly accessible. We identified an issue with the domain name mapping in HCP (where Relay is running), so maybe it is related to that. But an access permission error I haven't seen yet.
Because of the domain name issue, Messages currently only returns a 503 (at least for me), but should be back on Monday.

You have no sign for moderator in the Beta space, so you probably need to follow somebody and this somebody needs to follow you to be ready for direct messaging.
