User Type allocation to Users

Hi!

In the Service Control Center I can see the licensed usersand the active ones.

But there are user types active, that where not ordered.

Where are the users allocated to the types? is this happening automatically on assigning the access rights to users?

Where can I change e.g. a SCM- Enterprise User to a (cheaper) Standard Enterprise User?
