Undo after deletion of blog not allowed

I deleted a blog that was under review.

After clicking the trash can I was asked if I really want proceed which I answered with Yes

I then got a new page with a hyperlink for Undo, after clicking this Undo I got this message:

You care not allowed. Contact your administrator.

Am I am not allowed to undo deletion because it was under review? or is undo for deleted blogs in general not foreseen? or is it just a bug?
