Every one can access above link.

But Due to moderation alert above doc/blog into moderation.

Mean two or more scn users may pressed alert moderator option. in such case we get above message while accessing.

That is correct: someone used the moderator alert function to tell Martin his blog post is good. The post is accessible again.
