Tailored-made applications for small numbers of users

How often do you create tailored-made applications for small numbers of end-users (10 u2013 20)?

If you are talking about 10-20 users within a larger user community in the same organization, then unless they are super duper users such as Directors and such, in most cases, manual workarounds will be suggested... it is not often possible to justify , functional design, abap development, testing and training effort for just 10-20 users.

Unless they are developer type users, in which case even for one user and a single instance of usage the entire application can materialise... albeit with some shortcuts in functional design, testing and even training ...
