SQL Database Access to Users on a Terminal Server

We have a SQL Server we are trying to use an ODBC connection to for use inside SAP Crystal Reports 2013.

On the terminal, on the Administrator profile, we connected the database inside ODBC x32 in the "System DNS" tab successfully. It shows up in SAP Crystal Reports, and can log in successfully to the SQL database inside SAP CR using the sa user credentials on the SQL Server.

However, on any other user profile, they cannot log onto the server inside SAP CR. They can see the database connection, that we made via ODBC, but if you try to "Log On" to the database with the same SQL user account "sa", it times out and does not work.

We tested adding the user to the local admin groups to rule out permissions issues, but this also does not work. We need other users on the terminal server to be able to Log On to the SQL database (located on another server in the domain).

Service name "SIA"
