Hi Hendrik,
The reason is that SAP.com uses country based localization instead of language based one. Currently there is no setting to separate that for the UI. But in general most countries have a predefined setting of showing their "mother tongue" as a primary language of content and additionally usually English from a content perspective.
Emőke already raised this and was added to the (item 87), a response from the Community team will be visible there after review.
