OS=Windows 7 (SAP image), browser=Chrome Version 52.0.2743.116 m.
The start of the whole process was me being at http://go.sap.com/community/beta.html and then clicking the “View All Q&A” button.
This took me to an upgrade registration page in SAP ID Service (BTW - there is a typo in that page: “SAP.coms Privacy Statement” is missing an apostrophe – it should be “SAP.com’s Privacy Statement”).
When I clicked "Register" I got logged in by SAP ID Service and then ended up at https://answer.sap.com/favicon.ico which showed a "Page Not Found" screen:

I can reproduce the issue.
, in order to reproduce you need a user who hasn't upgraded his account to ONEDX (Community beta sites as well as the people.sap.com).
It seems to me that there's a wrong redirect or a missing relayState in the original login request.
I would suggest having the AnswerHub team who was involved in the SSO / SAML implementation to take a look. , let me know if you need help opening a ticket for AnswerHub team.

I am unable to reproduce any of the above (I am using chrome with incognito mode, windows 10)
I opened a new browsing session, navigated to SAP Community beta
I then clicked on "View All Q&A" button. this took me to SAP Answers - SAP Answers
and not as you've mentioned.
on this page I do not see any coms typo and I do not see any option to register
I can successfully login with certificate
before and after login I get correct results with no "Page not found"
what are you doing different from me? (I do not think that this is an OS issue)
