Yikes: someone reported an abuse on this rather than use the correct channels! It's available again.

I checked everything linked from and found two more documents pushed into moderation for whatever reason: I've reactivated both.

Thank you, Jason, I confirm that I am able to access the document I reported and also the other two that you reactivated. It is too bad that you do not have the option of blocking submission of abuse reports on key reference documents. Perhaps in the next SCN
