Negative rating on questions

Hi,

When rating a question I noticed you could give negative rating: -1.
I understand that it might have been to unlike a previously liked post, but I don't think that is right in cases when you haven't done that.

Down-voting is a way to discourage members from posting low-quality questions and answers. You can read an overview here:

Hello Edlira,

that's not the like-counter, but the new upvote/downvote feature in the new SCN. So if a question (or answer) has poor quality it can absolutly be in the negative, if people vote it down a lot.
