Scenario: Existing training program with 20 courses - who attended the first courses thrilled to do the other 19. Problem is to driving more than 10% to start first one.
- 25.000 external Sales Representative should attend this training program.
- There is no way to create a "must start" scenario / Thumbscrew
- Minimum incentive is possible (upto 5€/6,75$ incl. Shipping) - but not monetary (e.g. iTunes voucher)
What scenario do you see and will an gamification aspect a chance to reach >50%?

...meanwhile I consider a combination between MOOC & Gamification - with MOOCs each attendee could have it´s own cockpit driving personal needs & results while Gamification aspects should keep them running their courses.
But still there is the need to start & finish the first course. Looking forward to your thoughts & ideas 🙂

If I understand correctly, you are trying to get more people to start the training. Do you also want to motivate them to finish the other trainings (if they are related to one another)?
I think that instead of thinking of "gifts" you could find a way to release information that is important to these people. You have 25,000 people that need to do this training, and you can't make it mandatory. I have a lot of questions in mind, it's difficult without knowing the context. How long do you have to get these people to complete the training? You could set a goal and communicate it to the salesforce: imagine a bar that shows progress and shows how many more people you need to get to a weekly goal of respondents. Tell them you will publish/share an important article/case study with them each time you reach the goal. You can also highlight the people who've taken the training so that there's a little bit of peer pressure for the others to start it as well. Get them to share how the training helped them to learn something.
I don't know the context of this training, and if the employees in your company can interact with a platform similar to what we have on SCN… But having points and badges to motivate people to take the training, and show their managers when they've done it, that would work well in my opinion.
