Request clarification before answering.
Interestingly enough, the answers site shows the eye symbol for view count and it doesn't increment with refreshes. The blogs site refresh incrementing by one each time is similar to existing Jive behavior in the current SCN.
What should it be - I don't know what the SCN team requirements had for this aspect of functionality. Is the view count 'unique' visitor views or every actual browser page view? Whatever the decision becomes for the future SCN, then I would ask that it is uniform in all of the aspects of the new community, not one area or another...

I made a few quick tests for answers view count and this is what I observed:
1. Refresh page when logged on - no increment.
2. Display the page when not logged on (different browser, same IP) - no increment.
3. Display the page in TOR browser (presumably you get a different location, anonymous) - no increment.
4. Display the page in TOR, logged on as the first user - no increment.
5. Display the page from one of my VMs as anonymous - no increment.
6. Display the page when logged on as a different user (same as case 5.) - increment.
I agree completely with - this needs to be uniform for all content to avoid confusion.
