Metadata is not language-independant!!!

I observed that Blogs written in non-English not have access to the Overall metadata Schema, which is English.

(this Editor is a complete mess!!!!)

E.g. if I choose German as language I only get the following Dropdown menu for Primary tags

The metadata Schema should be language-independant!

And there is this weird concept, that this is applied only to the primary tag, not to the secondary one(s). This means, that you could create a blog/ask question in Portuguese with primary tag Nota Fiscal and add SD Billing as secondary tag, but you can't do the opposite.

And for questions this can be a problem - on tag pages you have a country selector, but not on the metadata ones, neither I can see a filter for metadata, other than question status. As a result you get a different number of questions in both views.
