Manage Newsletters link in Account Settings page is not working

Issue seems to be intermittent.

When clicking on Manage your newsletters link in Account Settings page, new tab opens with the correct http address, however it does not load the page

Please see the screen shot. Also, opening on IE browser, link opens new browser, and not the new tab.
