Yes, we have technical support. Please direct your customer to https://community.sap.com/resources/support#Technical_Support. Assuming he's experiencing a technical issue, he can follow the instructions in the first bullet (requesting technical support by email or by submitting a form). If it's more of an issue where he isn't sure how to log in or create an account, he can send a message to the general SAP Community inbox.
