Hi All,
As a maintenance activity, we have applied 2000+ SAP Notes in Development and Quality systems.
Now we are planning to move them to SAP ECC Production system.
I want to know, if we need to lock ALL SAP Users in Production system and then move all the notes to ECC Production.

Yes, You can lock the all user id's in production system. and then do the transport the 2000+ Notes, try to transport during off peak time. If possible do the full system backup.

I am in a dilemma whether we really need to lock all SAP users in ECC PRD or just keep them open and move all the SAP Security notes.
As a Basis guy, I would take the caution!!! to lock ALL the SAP Users.
But the ABAP team is confident that it won't impact any of the business processes and users and leave all the user open.

I hope you are moving all those NOTES through transport request.Because system will create TR when you applied those using SNOTE.
If you have lot of notes with respect to all modules of different functiinalities,Its always better and safe way of locking all the users for that particular time.

Yes we are moving it through transport requests and at a very quiet time mode.
But these are SAP Security Notes which will not affect any customizations or custom programs as such.
These are standard SAP Security Notes which we will be implemented.
Will there be any system issues if we do not lock the users.

Personally I would lock all the users in SU10 just for safety measures.
When I implement notes, I like to have a transport order for each SAP Note, just for tracking measures. But since you have 2000 notes to implement you can allways try to aggregate some notes into a single transport order, the problem with this kind of implementation is that if you have a problem with a single transport which contains severall notes it's harder to track the issue.
Please ensure that you have a backup and someone available from functional team to provide support (Sometimes you can have some problems with SAP Objects previously modified by other Notes/Transport Orders).
Since Notes are Security Notes, I guess it will be ok.
