I do not know if I am on the right space to as this kind of question, I hope so.
Recently, I see that almost all the links which used to redirect to links "Legal Disclaimer for Links" are not working anymore.
I click for example (from a PDF Document) to a link and it goes to (in this case for a note):
http://help-legacy.sap.com/disclaimer#/notes/1680045
In this page, there is no option to proceed.
For the notes, I can copy paste the note but for some other links it is very difficult to get to the document.
Is this a known bug?

Copy the link address, and then remove the disclaimer part (http://help.sap.com/disclaimer?site😃 as a work around to bypass that page.

then urldecoded:

still produces a 404.

Those PDF's are indeed leading to 404. However i was referring to those links which have the symptoms "Many of the links point to legacy disclaimer page and that page does not have an agree/disagree option, which would let you go to the "promised land"."
The links which doesn't have the agree/disagree option.
