Limit the number threads open by user

Hello

One of the biggest problems of SCN currently is that many users do not close their threads after receiving a correct answer.

As a moderator, I cannot know which exact answer closed the thread and we cannot check all the threads one by one to know if they are answered.

Therefore, I would like to suggest a limit for the number of open threads per user.

For example, an user should not be able to open any new thread if he has 10 open threads in his name. That would force the users to select the correct answer and close the old threads or to share the solution if they found by themselves.
