Is there a way to get a list who have a badge?

Each week oddss writes a list of mission accomplishers for this week on her blog.

I want to search for badge users, not only that week, but is there any way?
In the case of Stackoverflow, we can see the badge holders in a list.

WHY do I want to see it?
I want to create a list of people to greet with TechEd in advance. So, I want to see TechEd 2019 Bangalore badge holders.

Not all users can get the users list.

"Community Moderator" can get users list based on mission badge.
