When you try to create a blog but you do not have at least the contributor-level there is an error page telling you that your blog level is insufficient. The link to the blog explaining blogger levels is out of date (2016/09/06 in the url which is also indexed by google by the way). It seems that blog has been updated on 12/06 including a permalink update, so the link no longer works. You just get a "This is somewhat embarrassing, isn’t it?"-page.
In my opinion it should point to either of these pages:

still i can see same issue, if I click write blog post getting error

This issue reported in this question was actually fixed in 2016 already, but a new, similar issue did crop up just recently. Another member alerted me to this on my blogpost about the Tour the Community tutorial, and I alerted IT. So a fix is being worked on.
