insert image " issue

hi

I am facing this insert image issue for quite a long time.it is "disabled" ....but for other sdn memebers it is working....i unticked "block pop put" from my browser,and tried all browser like dragon IE8 ,etc  but none seems to work ..how do i make  the insert image work
