I guess your S-User is not authorized to view the SAP notes.

I am the user administrator. Although i have all authorizations. Even i cant able to see the KBA Notes

You should ask the authorizations to your SAP for Me portal Super Administrator (at your company). For information, the authorizations are explained here: https://support.sap.com/content/s4m/help/access/user-admin-concept.html. I can't find an authorization specific to viewing the SAP notes, but I guess you may display them if you have the authorization "Send Cases to SAP".
