Is it normal that I can click on "Accept as Solution" of someone else question, and even click on "Not a solution" of a solution accepted by someone else? I am not a moderator.

Over the years many have asked for those who have shown a strong expertise to be allowed to identify acceptable answers, for example when another user does not acknowledge that the answer was correct. In the past we worked with the up vote concept, now we are able to assign those permissions via the rank ladder.
