My message was maybe a little bit missleading...
Issue doesn't occur with "Getting Started" area, but with that page:
http://www.sdn.sap.com/irj/scn/contentsubmission
(in "Getting Started" area you can find to the page mentioned above).

Hi - You'll need to be validated again when trying to access this link and there might be a popup.

We are unable to see the content submission options at above area.
i think that Getting started forum will be accessed by only SCN SAP employees to submit any blog or doc/content.

It must be problem with the local machine. I just tried in my system and it is working fine. Please check out different browsers.
