HP ALM 11.50 is included with Performance Center 11.50 (available from SAP) since January however there are limitations as it was released mainly to showcase the new Performance Center integrations and not for standalone ALM usage.
Quality Center 11.50 Enterprise Edition was launched by HP as "Technology Preview Edition" and is NOT generally available.
SAP are currently testing Quality Center 11.50 with a view to making it available sometime mid-2013. However HP themselves have not published the final release date for Quality Center 11.50 so the timetable may change.
Once it is ready we will publish SAP note 1763858 with release information.
