Currently I can only browse or search through all questions in answers.sap.com to find something that interests me.
If successfully found something then I can follow the tag.
After that I can just use my https://activities.sap.com/#/activities to find all new content to the followed tags.
But how can I follow a tag that has not yet any content?
Especially in the beginning after Go-Live it would mean that I have to browse through thousands of discussions to find something where I can help.
The system is fine to find existing discussions and to ask new questions, but it is currently not friendly to the power users who are solving all those questions.
I think we need a central complete tag list so that we can select the tags we want to follow

No, these are 2 different things.
Here I mean a full list of all tags (similar to )
more userfriedly, with a button behind each tag to directly follow this tag, or with a box to select and then a button to follow all selected tags at the end of the page.
the other is then just the result of this selection with the opposite buttons (to unfollow)
