How to become a top-level blogger in SAP?

to become a good (meaning helpful) blogger here on SCN, you need to know what you are talking about. Being new to SAP your first steps need to be to get some knowledge, before you can start sharing it.

Since you are new to this community,too, I would advice you to read though the "About the Community" page.

Why do you want to be a blogger in SAP? Do you want to blog in SCN?

Having specific goals help.

One way would be to quantity the number of blogs / documents you want to publish per month.
